Buying Property in North Cyprus: Foreign Buyers Guide for 2027

Buying a home in North Cyprus can look remarkably attractive. There are Mediterranean sea views, modern new-build developments, golf resorts, historic towns and stretches of coastline where prices can still be considerably lower than in many established European coastal markets.

International interest extends from Kyrenia (Girne) and its famous historic harbour to the fast-developing coastal belt around Esentepe and Bahçeli, where buyers can choose between apartments, villas, golf properties, beachfront residences and off-plan developments.

There is, however, an important distinction to make from the outset: buying property in North Cyprus is not comparable to a standard purchase in France, Spain, Portugal or the Republic of Cyprus.

The island’s political history has created a distinctive legal and ownership situation. Foreign buyers should therefore understand the property, the land underneath it and the applicable purchasing rules before committing their money.

This guide explains the main issues foreign buyers should investigate when considering North Cyprus property in 2027.

Can Foreigners Buy Property in North Cyprus?

Yes. Foreign nationals can purchase property in North Cyprus, although local restrictions apply and foreign purchasers generally need Permission to Purchase (PTP).

The precise rules should always be checked at the time of purchase. Foreign ownership legislation has changed several times in recent years, which means an article stating that a foreigner may buy a fixed number of houses or apartments can become outdated surprisingly quickly.

Ask an independent local lawyer to confirm the rules applying to your nationality and proposed purchase immediately before you sign.

There is another question that is even more important than how many properties you can buy:

What is the legal history of the property and land you are buying?

Why North Cyprus Attracts International Property Buyers

The appeal is partly about value, but it goes well beyond price.

North Cyprus combines Mediterranean weather and sea views with mountain scenery, beaches, golf, historic towns and a large supply of contemporary new-build property. English is widely used within the property industry, many developments offer staged payment plans and parts of the coastline remain relatively low-density.

For foreign buyers, that can mean access to modern coastal property at prices below many established Mediterranean destinations.

Price, however, should never be considered independently from risk.

In North Cyprus, the history and legal status of the land can matter as much as the villa or apartment standing on it.

First Understand the Legal Context of Cyprus

Cyprus has been divided since 1974.

The internationally recognised Republic of Cyprus, which controls the southern part of the island, is a member of the European Union.

The northern part is administered by the self-declared Turkish Republic of Northern Cyprus (TRNC), recognised as a state only by Türkiye.

That distinction has direct consequences for property.

The Republic of Cyprus does not recognise the TRNC property system in the same manner as the authorities in North Cyprus. British Government guidance consequently warns that ownership of many properties in northern Cyprus is disputed and that purchasing property connected to land owned by Greek Cypriots before 1974 can carry serious legal and financial consequences. Foreigners do buy property in North Cyprus. The point is not that buying is impossible.

The point is that you should establish exactly what you are acquiring before you acquire it.

Why the Title Deed Matters So Much

Of all the due-diligence questions surrounding North Cyprus real estate, the title deserves particular attention.

Buyers will encounter descriptions including pre-1974 Turkish title and post-1974 categories such as Exchange or Allocation/TMD title. These categories do not necessarily carry identical political or legal risks.

Where land was owned by Greek Cypriots before 1974, claims may potentially exist from original owners or their heirs. The European Court of Human Rights has recognised the property rights of people displaced in 1974, and UK government guidance specifically warns prospective buyers about the potential implications. For that reason:

Do not purchase a property in North Cyprus without an independent lawyer investigating both the title and the history of the underlying land.

Your lawyer should establish who owns the land today, the applicable title category and the pre-1974 ownership history. They should also investigate mortgages, liens and other encumbrances; verify that the developer has the necessary rights over the site; examine planning and building permissions; compare the property with the approved plans; establish whether the sale contract can be registered and whether an individual title can ultimately be issued; and check for taxes, obligations or foreign-purchaser restrictions affecting the transaction.

Those checks become even more important when the property is being bought off-plan.

Choose Your Own Lawyer

A developer or selling agent may recommend a lawyer who already knows the project. That may be convenient, but familiarity with a development is not the same thing as independence.

The lawyer should be acting for you.

For a significant international property transaction, we prefer buyers to obtain advice that is clearly independent from the seller, developer and estate agent.

A good lawyer should explain the title position and contractual risks in understandable terms rather than simply processing paperwork.

The Buying Process for Foreigners

The precise transaction varies from property to property, but most international purchases follow a similar sequence.

1. Decide Why You Are Buying

Before looking at developments, establish the purpose of the purchase.

A permanent residence, retirement home, holiday property, second home and rental investment do not necessarily require the same type of real estate.

A secluded villa may be excellent for personal use but less practical for holiday rentals. A resort apartment may be easy to maintain and rent but offer less privacy for permanent living.

Start with the objective rather than the advertisement.

2. Select the Right Part of North Cyprus

There is no single North Cyprus property market. The major buying areas have distinctly different characteristics.

Kyrenia / Girne

Kyrenia is the best-known coastal city in North Cyprus. Its harbour, castle, shops, restaurants and established international population make it particularly relevant for buyers who prefer amenities and activity nearby.

Esentepe

Travel east from Kyrenia and Esentepe has become one of the most active new-build coastal markets.

Its geography is a large part of the attraction: Mediterranean views in one direction and the Kyrenia Mountains in the other.

Buyers will find new-build apartments, resort properties, sea-view residences, villas and townhouses. Golf is another major draw because the area contains Korineum Golf & Beach Resort, with its 18-hole championship course.

Bahçeli

Further east, Bahçeli combines a more rugged Mediterranean coastline with mountain scenery and newer residential projects.

Secret Paradise is one example. This low-density project comprises 16 sea-view townhouses approximately 100 metres from the Mediterranean coastline. Each townhouse provides approximately 160 m² of total space, together with panoramic rooftop terraces, communal swimming pools, Mediterranean gardens, gym and spa facilities.

Korineum Golf & Beach Resort is approximately 13.5 km away, while Kyrenia Harbour is approximately 32.4 km from the development.

Iskele and Long Beach

Iskele and Long Beach have seen substantial resort and apartment construction.

New complexes often combine swimming pools, sports facilities and beach access. For investors, the volume of existing and future supply deserves particular attention. Rental projections should always be considered alongside the number of competing properties.

Famagusta

Famagusta combines beaches and local life with university activity and exceptional historical sites. Nearby Salamis is one of Cyprus’s major archaeological attractions.

Karpaz Peninsula

The Karpaz Peninsula offers something different again. Buyers interested primarily in nature rather than dense development will find dramatic landscapes and long natural beaches, including Golden Beach.

New Build or Resale?

A substantial part of the North Cyprus market consists of new construction.

New-build properties can provide contemporary architecture, energy-efficient construction, landscaped grounds, swimming pools, gyms, spas and beach facilities. Buyers entering during construction may also receive staged payment plans and a wider choice of units.

The trade-off is additional development risk.

When buying off-plan, you are assessing not only the future home but also whether the developer can deliver what has been promised.

Investigating the Developer

Before signing for an off-plan property, look beyond the renders.

Find out how many projects the developer has actually completed and visit previous developments where possible. Examine windows, façades, waterproofing, pools, landscaping and communal areas. Ask whether previous projects were delivered on schedule and investigate repeated or significant delays.

Your lawyer should separately verify who owns the land, whether it is mortgaged and whether planning and building permissions are in place.

You should also establish precisely what the purchase price includes. Air conditioning, appliances, flooring, bathrooms, furniture, parking, storage, landscaping, connection charges and communal amenities should not be assumed merely because they appear in marketing material.

A render shows an intention. The contract establishes an obligation.

Reservation and Deposit

Once a unit has been selected, the seller or developer may request a reservation payment.

Before transferring money, the reservation agreement should identify the exact property, agreed price, reservation amount and reservation period. It should also explain when the money is refundable and what happens if legal due diligence uncovers a problem or the buyer cannot legally acquire the property.

Where possible, have your lawyer review these terms before making the payment.

Legal Due Diligence

This is not a box-ticking exercise.

Your lawyer should investigate ownership, title history, encumbrances, permissions, plans and the buyer’s legal rights before the main purchase contract is signed.

The result of those checks should be understood before proceeding.

The Sales Contract

A properly drafted agreement should identify the parties and exact property and deal clearly with the price, payment schedule, technical specification, completion date, communal facilities, developer obligations, delays, defaults, title transfer, taxes and available remedies if the developer fails to perform.

For off-plan purchases, approved plans and the agreed technical specification should ideally form part of the contractual documentation.

Registering the Contract

The purchase agreement should normally be registered at the relevant Land Registry within the legally applicable period.

Registration is important because it strengthens the purchaser’s contractual position and helps protect against a seller disposing of the same property to another buyer or creating subsequent conflicting interests.

Your lawyer should arrange this and provide confirmation that registration has taken place.

Permission to Purchase

Foreign purchasers generally require Permission to Purchase (PTP) before title can ultimately be transferred into their name.

Foreign acquisition legislation has undergone significant amendments, including changes in 2024, 2025 and 2026. The framework operating in August 2026 continued to require Council of Ministers permission and imposed limits on what foreigners could acquire. (infonorthcyprus.com)

This is why a blanket statement such as “a foreigner may always buy exactly X properties” can quickly become unreliable.

Have the applicable 2027 rules confirmed at the time of purchase.

How Many Homes Can a Foreigner Own?

This question produces a great deal of outdated information online.

Rules were relaxed in 2025, allowing larger numbers of properties to be purchased by foreign nationals, while further temporary legislative measures followed in 2026. (cyprus-mail.com)

For that reason, this guide deliberately avoids presenting one number as a permanent 2027 rule.

If you intend to buy more than one property, ask your independent lawyer to confirm in writing the limit for your nationality, how houses, apartments and land are treated, whether spouses are assessed jointly or individually, whether parcel or development restrictions apply and whether PTP can be obtained for each intended purchase.

Do not use nominee, trust or similar arrangements merely to evade statutory ownership limits. Recent legislation has specifically targeted structures of this nature. (kibrispedia.com)

Taxes and the Real Cost of Buying

The advertised property price is not the same as the total acquisition cost.

Depending on the property and transaction, additional expenditure can include stamp duty, VAT/KDV, title-transfer charges, permission/application expenses, legal fees, registration fees, utility connections and development or service charges.

Recent 2026 market guidance commonly cites 0.5% stamp duty and 5% VAT on applicable new-build/developer transactions, although published information about title-transfer taxation varies considerably following regulatory changes. (carringtoncyprus.com)

Before reserving, request a written calculation that effectively answers one question:

What will this property cost me in total, including every tax, legal fee, developer charge and connection cost?

Compare properties using that figure rather than the headline asking price.

Off-Plan Payment Plans

Staged financing is common in the North Cyprus new-build sector.

For example, the current Secret Paradise documentation in Bahçeli presents payment structures based on 15% down payment, 35% until delivery and 50% after delivery, with several financing arrangements proposed for the remaining balance.

Payment flexibility does not eliminate construction risk.

Your contract should address what happens if construction stops, completion is delayed, the developer becomes insolvent, specifications are altered, planning changes or advertised communal facilities are not delivered.

Can Foreign Buyers Obtain a Mortgage?

Financing should not be approached in the same way as a conventional EU purchase.

A buyer should not assume that a Dutch, French, German or British bank will accept North Cyprus real estate as standard mortgage collateral.

Purchases are therefore frequently funded through cash, equity released from other property, developer finance, staged payment plans or local financing arrangements.

If finance is essential, arrange it before paying a non-refundable deposit.

Property Ownership and Residency

Purchasing a home and obtaining immigration status are two separate matters.

Qualifying property ownership may support a residence-permit application, but owning a property does not automatically confer permanent residence or citizenship.

Published North Cyprus immigration information provides for renewable residence permits for qualifying foreign property owners, subject to requirements relating to the property and proof of income. (icisleri.gov.ct.tr)

Immigration rules can change independently of property law, so buyers purchasing primarily for residency purposes should verify the current requirements separately.

Is North Cyprus in the EU?

The answer needs some nuance.

Cyprus joined the European Union in 2004, but EU law is suspended in the areas where the Government of the Republic of Cyprus does not exercise effective control.

The self-declared TRNC is not recognised internationally as a separate EU member state.

A North Cyprus property purchase should therefore not be treated as legally equivalent to buying ordinary real estate in an EU jurisdiction such as France or Spain.

Airports and International Access

Ercan International Airport serves North Cyprus, with international flights operating via Türkiye.

Foreign owners can also use Larnaca International Airport in the Republic of Cyprus and continue by road, subject to the relevant entry and crossing requirements.

For example, Secret Paradise’s project documentation gives distances of approximately 39.6 km to Ercan International Airport and 78.9 km to Larnaca International Airport.

Having both options can be useful for international property owners.

Beaches and Outdoor Life

The northern coastline ranges from organised beach clubs to quiet coves and long sandy beaches.

Alagadi Turtle Beach, near the Kyrenia–Esentepe area, is particularly interesting because both loggerhead and green turtles nest along this coastline. The Society for the Protection of Turtles – SPOT is involved in sea-turtle conservation in Cyprus.

Around Esentepe, buyers find a mixture of beach clubs, coves and newer residential developments. Further east, Golden Beach on the Karpaz Peninsula is one of the island’s best-known natural coastal landscapes.

Golf and Esentepe

Golf is one of the reasons the Esentepe area has developed an international property profile.

Korineum Golf & Beach Resort has an 18-hole championship course positioned between the Mediterranean and the mountains.

That combination of golf, coastal scenery and modern residential construction has helped make the wider Esentepe area one of North Cyprus’s most recognisable locations for overseas buyers.

Risks Every Buyer Should Consider

An attractive purchase opportunity should still be analysed critically.

Title risk comes first. The property’s ownership history before and after 1974 requires investigation.

With developer risk, an off-plan buyer is dependent on the developer’s financial strength and ability to complete the project.

Construction delays are another consideration. A financial or relocation plan should not depend on an exact completion date without allowing for possible delays.

There is also regulatory risk. Foreign ownership rules changed repeatedly between 2024 and 2026 and may change again.

Currency exposure matters because many properties are marketed in British pounds while buyers may hold their wealth or earn income in euros, dollars or another currency.

Projected rental returns require similar caution. Ask who the likely tenants are, what realistic rates can be achieved, how many weeks of occupancy are plausible, who will manage the property, what that management costs and what annual service charges apply.

Resale liquidity should be considered before purchase rather than only when you want to sell. Ask yourself who the next buyer will be in five or ten years.

Finally, there is political risk. The Cyprus issue remains unresolved and is particularly relevant where pre-1974 ownership rights are involved. UK government guidance specifically tells purchasers to consider how a future settlement could affect property acquired in the north. (gov.uk)

12 Questions to Answer Before Signing

Before committing to any North Cyprus property, obtain satisfactory answers to the following:

  1. What exact title applies to the property?
  2. Who owned the land before 1974?
  3. Who owns the land now?
  4. Are mortgages, charges or other encumbrances registered against it?
  5. Are the necessary planning and building permissions in place?
  6. Can the sale contract be registered?
  7. Can you legally obtain Permission to Purchase?
  8. When can the individual title be transferred?
  9. What is the complete acquisition cost including taxes and fees?
  10. What contractual protection exists if the developer delivers late or fails to deliver?
  11. What are the annual maintenance and service charges?
  12. Who is the likely future buyer when you eventually want to sell?

A reluctance by the developer, seller or agent to answer fundamental questions of this kind is itself useful information.

Is North Cyprus Property a Good Investment in 2027?

It is more useful to evaluate the individual asset than to label an entire country or region a “good investment.”

A property has a particular location, price, title, developer, competitive environment and potential future buyer.

Those factors determine whether the proposition makes sense.

We pay particular attention to scarcity. Can thousands of similar apartments be constructed nearby?

We look at sea access, not simply a distant blue line visible from the balcony.

We investigate whether a sea view can be protected or whether another development may eventually stand in front of it.

We assess what the developer has actually delivered in previous projects, not just what is promised.

And we consider the exit market: who will realistically want to purchase the property from you later?

Capital appreciation should ideally result from having selected the right property rather than being the assumption needed to justify the purchase.

How Does North Cyprus Compare with Spain or the Côte d’Azur?

These markets should not be compared solely on price.

The French Riviera, Spain and other established Mediterranean property markets generally have mature infrastructure, conventional EU legal frameworks, deeper resale markets and greater access to mainstream mortgage finance.

North Cyprus may offer more new construction, more space and coastal property at prices that have largely disappeared from premium parts of the Western Mediterranean.

That price advantage comes alongside additional political, legal and market considerations.

So instead of asking:

“Where can I buy the cheapest Mediterranean property?”

ask:

“What am I getting for my money, and which risks am I accepting to obtain it?”

Who Is North Cyprus Suitable For?

The market may appeal to buyers seeking a Mediterranean second home, sea views, golf, modern new construction, retirement living, a holiday property or a longer-term investment and who are comfortable accepting additional risk in exchange for potentially lower entry prices.

It may be less suitable for somebody who requires conventional EU legal certainty, mainstream mortgage financing, very liquid short-term resale, no political exposure or guaranteed rental returns.

Understanding that difference at the beginning is far better than discovering it after signing.
