A major economic recession is coming! The banks are falling! Everything is getting more expensive! House prices are going to drop dramatically!

You must be thinking, that’s ‘a nice start’ to a realistic real estate story about southern France. We are indeed heading for a recession in Europe, which will have unpleasant consequences for many people. But the Cote d’Azur is a world apart where different rules apply.

During visits this summer to luxury villas on the Cote d’Azur in a price range above 2 million, we discuss a possible home offer with the customer (if the house is to the taste). A few years ago, on average, there was always something to negotiate: about 5 to 7 per cent of the asking price. That is close to the amount you have to pay to the notary and taxes to purchase an existing home.

Asking price and selling price during recession

However, nowadays in eight out of ten cases, the asking price is the selling price. Sometimes some furniture is taken over; this reduces the net sales price and the tax you pay.

The price elasticity is minimized due to low-quality supply and high demand. There are more buyers than houses, making the southern French market an actual seller’s market for two years.

Mortgage rates in France also fluctuate between 1.7 and 2 per cent. European banks are increasingly giving negative interest on your savings. So investing in bricks is the most stable investment. Provided, of course, that those stones are in an economically stable environment and together form a beautiful villa.

Buying a cheap home on the French Riviera? Sorry.

Some home buyers who have invested their money in stocks, crypto, NFT or bitcoins are looking at the price of real estate on the Cote d’Azur with an extra sharp eye this year.

Due to the recession, they hope the market and the price per square meter will plummet. A luxury villa in the higher price range would then be sold for a much lower price. The arguments for a shallow offer are always the same: ‘the banks are going to crash’ and ‘people are going to be forced to sell their villas’.

But it doesn’t happen. 

In the sixteen years that I have lived and worked here, I have experienced two economic crises, in 2009 and 2015, causing real estate value in other countries to plummet. “Buy for the lowest price and sell when the price rises again” was the motto. And that worked well in Dubai, Spain and Italy. But not on the Cote d’Azur.

The powerful secret of the Côte d’Azur

There is something special about the French Riviera and why a recession does not hurt that bad. Most property owners have enough money to get through a crisis. The down-to-earth French mentality plays a significant role in this. Trouble in the world? War? Do banks go bankrupt? Are governments falling? One shrugs their shoulders, opens another bottle of wine, and knows all misery will pass one day. In the meantime, people prefer to sell nothing than forcibly sell for a lower price. The ideal second home on the French Riviera is of course the home of your dreams. You have been thinking about this for so long and pictures in luxury living magazines convince you that it exists. In addition, every year you go on a luxury holiday in a similar house. It’s just not for sale.

In the case of a villa, everyone wants that flat garden with a long table under an olive tree, endless views of the sea on the horizon, no neighbours, no electricity cables in sight, a perfect state of maintenance and an owner who wants to sell the villa to you so much that the price can even be negotiated.

Find the ideal second home on the French Riviera

But maybe you are looking for an apartment in the south of France. Then, of course, you want at least two or three bedrooms, a large south-facing terrace where the sun rises and you also want to have the evening sun, a swimming pool within the residence that must also not be too old. You also want low service costs and the bakery within walking distance because you prefer not to use the car. Hmmm. Unless you want to be an hour away from the sea, you won’t be able to find anything like it.

You will find the most beautiful villas under architecture here with a beautiful swimming pool and a garden to dream of, but you sometimes have to think of the sea view yourself. If you work in France, the tax system is mainly aimed at collecting as much as possible immediately. Tax to pay for a foreign owner of a second home in France

Taxes on real estate and wealth in France

If you collect your income outside of France but buy or own a property in France, you will have to pay the taxe foncière (property tax) in France, even if you rent the property out. The bill for the Taxe Foncière comes in the last quarter of the year.

The amount is based on the estimated annual rental value of the property multiplied by a percentage determined by the municipality (ask at your local town hall for more information). You can pay the tax in instalments or in advance via monthly direct debit. The taxe fonciere usually also includes the Taxe d’Enlèvement des Ordures Ménagères (TEOM). Quite a mouthful, but it is the cost of collecting and processing garbage.

Habitation housing taxes 2022 on the second home

An election promise from President Macron that is being fulfilled is the abolition of the housing tax or ‘Taxe Habitation’. 80% of households will now benefit from the abolition of the housing tax on their main residence from 2020 onwards.

From 2021, the remaining 20% ​​of households will be subject to a gradual reduction in the housing tax on the main residence until its definitive abolition in 2023. However, if you live abroad and have a second home in France, you must pay this tax. Owners of second homes are not exempt from housing tax. They then have to pay local tax for each of their homes: the main home if they are still liable in 2022 AND the second home.

The Taxe Habitation residential tax is based on the rental value of homes owed on all furnished properties assigned to residential accommodation according to Article 1407 of the CGI (General Tax Code), which means that any residential property is taxable. The basic rule is, therefore, one home = one housing tax, except in special cases of exemption.

French wealth taxes aka IFI

If you buy real estate in France, you will have to deal with a wealth tax, also known as IFI. In 2018, France abolished the wealth tax on financial assets and replaced it with IFI (Impôt sur la Fortune Immobilière), which only applies to real estate.

The wealth tax levels are the following:

€800,000 to €1.3 million: 0.50%
€1.3 million to €2.57 million: 0.70%
€2.57 million to €5 million: 1%
€5 million to €10 million: 1.25%
€10 million+: 1.5%

It is not scientifically proven, but most real estate agents on the French Riviera can confirm it: ‘You buy a house in 17 seconds’.  It has nothing to do with a sunny day or a fragrant apple pie in the oven. Nor does it matter if the current owners have junk lying around everywhere. Or if an exterior door is visibly rotten. When you walk into a house in France, you immediately feel: ‘I could live here’. Unconsciously, you have already decided that this is where you will live.

And the further you walk through the house or the flat, the more specific you are. The house feels good, so your subconscious has already made your choice: this will be your new home in France.
