The Saint-Roch district is a real village around the square: the parish church, the market, the municipal school, the war memorial. And yet this village, which looks like it has been centered around its church for centuries with its beautiful trompe l’oeil facade decoration and graffiti, is a very young octogenarian, structured in 1936 through the opening of Boulevard Saint-Roch. At the time, it was the longest boulevard in Nice (1.3 km) and the widest, with its 30-meter roads lined with sidewalks lined with plane trees. Thanks to the Corona virus and the incredible media attention, the whole of Europe is now locked up. Actually, it’s because healthcare care is not sufficient to treat all people adequately. In the Netherlands alone, 5 billion euros has been cut in recent years and 75,000 well-trained people have been made redundant to save costs. It cannot be explained that the strict economic measures cause damage that is many times higher. There must be another agenda behind it; the shortfall of 92 billion extra costs due to Corona will bring higher taxes for the population. Meanwhile in the South of France

Nice airport terminal 1 remains closed and only 4 flights a day depart from terminal 2. The government wants the Nice airport to reopen on June 15, depending on the spread of the virus. If the Cote d’Azur stays in the green zone, we will open further and you can fly in again as an EU resident.

The year 2020 started so beautifully: for more than 80% of homeowners in France, the Tax d’Habitation would be canceled. A nice “douceur” of a few hundred euros per year with which President Macron fulfilled one of his election promises. Unfortunately, this boost can go up in smoke without anyone being able to enjoy it. Because with the current Corona crisis, France has also largely come to a halt and major emergency plans are being made that cost a lot of money. Expenses that nobody had counted on and for which the money must come from somewhere. The partial adjustment of the exemption on Tax d’Habitation is unfortunately one of the possibilities to save costs.

Hard-hit sector

Construction is one of the hard-hit sectors: France has 555,291 construction companies, 94% of which are under construction and 6% in public works . The total turnover of construction is 150 billion euros and here the 80-20 rule applies; companies with less than 20 employees represent 98% of construction companies and 80% of turnover.

Semi-unemployed
Almost everyone in construction has been forced to stay at home since March 2020. Office workers try to keep to the rhythm with teleworking and video meetings, but all the cranes on the construction sites also stand idle along the Côte d´Azur and the diligent hammering and screaming between the concrete slabs is silenced. The purchase of a new-build home in sunny southern France seems more than ever a fairytale from a brochure because the French government has not given permission to continue building. The ten-day cooling-off period extended
Did you sign a reservation contract this spring and don’t want to wait for the delayed delivery of your purchase? After March 12, you can still use the “cancel at no cost” clause. This is normally valid within ten days of reflection after receipt of the reservation contract signed by both parties. The government has found a solution to this; the ten-day cooling-off period for all contracts starts from 24 June 2020; a month after all emergency measures have been lifted. Economy kickstart: 50,000 new VEFA apartments coming up

Fortunately, there are nice concrete plans ready to kick-start the economy and in particular new construction. The two largest real estate financiers; HDC Habitat and Action Logement have jointly set up a fund that will rapidly build 50,000 new homes (source: defiscalisation.immo). This concerns specific VEFA construction, the so-called “Vente En létat Futur d’Achèvement” or “For sale in the future state of completion”. For those who purchase a VEFA home, they can be assured of delivery thanks to a special fund that guarantees the construction, even if the project developer goes bankrupt.

Even during the Corona crisis, the sale of new VEFA construction continues. It is precise during this period that people finally decide to buy that house in the South of France. After all, thanks to new technology such as Google Earth and Google Maps with Street view, you can see in detail how far walking is to the bakery or the local supermarket.

It is therefore not surprising that the number of applications from prospective buyers who are already familiar with the Côte d´Azur is growing during this period. Each VEFA construction has different phases; the demolition of existing buildings is started and then digging for the underground parking garages. Once this foundation has been laid and the measurements have been checked, you may pay another part. This is not easy; the notary may only receive your next payment once the architect has checked everything with the contractor and signs a completed construction phase. In addition, your money never goes directly to the project developer but to the VEFA guarantee fund that is managed by the notary.

Any excuse to come to France is welcome, although for some people it is not always feasible in terms of timing. The tightened law from 2017 also stipulated that the buyer of French real estate must physically sign the deed of sale in France. For buyers from countries outside the EU, this was a difficult issue that also entailed additional costs.

Fortunately, the French government annulled this law by decree in April 2020. As a result, we are back in the same way of working before 2017 where you can go to your local notary to sign a power of attorney. The notary verifies your passport, identity and legalizes your signature. After two weeks of lockdown, in France, we are slowly getting used to the idea that this situation will last for a few more weeks. It has already been unofficially 45 days, but it is better to send such a message to the people in small pieces. And so we go into lockdown for another two weeks on Monday, keeping in touch with the outside world via social media. Now that it has been discovered that the virus sticks to paper and your shoe soles for 24 hours, we also avoid the supermarket, even though everyone outside is standing in line neatly two meters apart to be allowed to shop for 20 minutes.

It is faster to do the shopping online and pick it up by car. We order online at the Géant Casino Drive a trunk full of food and necessary women’s things such as sanitary towels, cleaning wipes and shampoos. I say goodbye and au-revoir to the family semi-dramatically and sit in the car wearing garden gloves and a scarf over my mouth as if I’m going to rob a bank and not want to leave fingerprints. On the way, I am stopped by the CRS police who look closely at my self-completed declaration and passport. Once at the supermarket, I see a long line in front of Casino Drive and there is little movement after ten minutes. Just like with the security guard who is talking for ten minutes with a mask on every car. Finally, I can open my window. “Do you have a pick-up time at 7 PM? Sorry, but that time has been canceled because we ran out of groceries. This line of people is from 5 pm so you better go. ” After a telephone consultation with Jo, I decided to go to the supermarket after all. There is a strange atmosphere that is partly caused by the empty shelves and people who look curiously at the contents of your cart. Lettuce suddenly costs 3 euros and all neat oranges have disappeared. That does not look good.

I throw everything in the caddy as soon as possible and walk back and forth feverishly. I’m getting warmer, I wouldn’t have contracted Corona, would I? I would prefer to take off my gloves and scarf, but I may be jumped by the virus. So I breathe slowly and finally join the long queue in front of one of the two cash registers that are open. People wear dust masks like face masks or deliberately wear nothing at all. Everyone looks at each other like a kind of zombie; almost emotionless. When it is my turn to pay, it turns out that I forgot to weigh the fruit. Normally you say “leave it” only now I thought “fuck it, I must have some fresh food for my ladies”. Through an honor hedge of piercing eyes and mumbling behind dust caps, I quickly walk to the vegetable department and weigh the bags. Seven euros for 6 loose oranges? And five euros for ten tomatoes? I take it anyway, no one knows if the supermarket will have something in stock next week. It looks like war, although my mother as a girl ate flower bulbs that were cooked on the stove during the WW2 in Amsterdam. Hopefully, it won’t get that far here.

With the proud feeling of a survivor and a car full of groceries on my way home, I get clear instructions from Jo in her new position as Chief Disinfectants and Dirty Virus Extermination: “Put the groceries upstairs, but undress completely in the garage and throw your clothes in the washing machine. Turn the machine on at 90 degrees. Also, leave your shoes in the garage; you could be walking in with the virus! ” And so I walk in naked while Jo cleans all the groceries with disinfectant gel. It can’t get much crazier than now. Fortunately, Jo can do many things at the same time and 20 minutes later we sit at the table with the reward of my supermarket adventure; fresh salmon with tomato salad and pasta.

Few people are really ill at the Cote d’Azur, and there are only a few patients at the ICU. We read that Corona patients are flown to Nice from the north of France, but otherwise, life is quiet here and the sun is shining. The streets have been disinfected and the sea seems bluer than ever. Via Amazon, I order a football goal of 3 x 2 meters for Fé who has finally discovered her football talent. I stand on target and get blue hands from the many power shots that are fired at me. It’s a great time to do odd jobs; the garden is receiving unprecedented attention and the garage has never been so tidy. We sleep longer than usual and are in a kind of retreat with a lot of sports and a lot of music, with son Tom from the Netherlands sending us something new: 8D music; delicious to listen to with earplugs in. The girls maintain their social contacts with online card games and video conferencing. Until well after midnight we hear them laugh and talk. There are even special Apéro apps to toast life with friends via the screen.

On Netflix, Jo and I are hooked on the exciting series Colony; a viewing tip from Juul making an effort to check out everything Netflix has in stock from her Cannes apartment.

The work continues at half power; we are still writing content and customers for a sunny home in France or Ibiza want to come over, but are not yet allowed to enter the country. By the way, this crisis can last extra long for the Netherlands as there is still no real lockdown and everyone still goes to the hardware store or the garden center. Or visiting each other. Uche Uche. We will know in a month whether this is a good strategy. At worst, the Netherlands stays in a real lockdown while France expects to be open again for the summer.

In any case, this crisis time gives everyone space for self-reflection: is my job so much fun, do I live well here and wouldn’t I want to do something else? This is perhaps the time to see your life differently and change things. Others plummet into depression, aided by frighteners like Robert Jensen who see a big plot (but no solutions). I partly agree with that; the media attention is indeed unprecedented, while the flu alone claims more lives every year. Still, with the last flu epidemic in 2018, not many people were in IC, so this Kung Flu is a lot more deadly. How deadly we do not know and the government prefers not to measure it. And there is bound to be a link between the immensely bad radiation from the 5G network that is being forced upon you as “the fastest solution for all your Internet needs.” Rich northern Italy and Padova, in particular, is full of these 5G masts, just like Wuhan, which is the first Chinese 5G test area. Viruses are sensitive to vibrations and resonances can be found in various scientific publications, so it could just be related even if the official media is trying to contradict this. Because 5G is cash and control of everything you do.

All this information does not make us happy, so let me finish with a positive initiative that will be held this week. Remember the wildfires in Australia and that the whole world went into meditation together at one point (some call this prayer). The next day there were heavy showers that had not been predicted. Strengthened that positive thoughts can change not only your own world but also the world around you, there is another positive thoughts moment this week. We are not naive, but we do set the alarm on the night of April 4 to 5 at 4.45 am and put twenty minutes of our positive energy in the thought that the Coronavirus disappears. “Don’t bet it, don’t get it”! The time in which we live now looks like a movie: we sit on our mountain all day and follow the news in 2 languages ​​more than usual. Meanwhile, drones are circling above the beaches of Nice and Cannes and groups of people are being called home because the Coronavirus can infect everyone. Where we once thought that it was a harmless flu, we now know that this flu can strike ugly on the lungs and is also dangerous for young people. In fact, young people are the biggest spreaders, which makes sense because they have more social intercourse.

In Italy, the death reports do not seem to end. In northern Italy, the fashion industry was sold to the Chinese and there was a daily direct flight between Wuhan (the source of origin) and Milan until the end of January. It is clear that the many Chinese who work in Northern Italy have taken this virus with them. Iran has also been hit hard, but here too the Chinese from Wuhan invest billions in infrastructure, among other things. When half of Europe goes on holiday to Italy and a large part goes to carnivals afterward, everyone understands how the virus got here.

The only solution to defeating the Corona, also known as the Chinese flu, is to isolate people as much as possible and to prevent additional infection. Every sensible country now does that because it works. If you have to go to the supermarket in the South of France, you are allowed to do so, provided you bring your own printed piece of paper with the reason why you are on the street. There are long lines at the supermarket because only two people can enter at the same time who can shop for a maximum of 20 minutes.

Cars are stopped on the Promenade des Anglais and anyone who has no valid proof and excuse will be fined 135 euros. In general, the French adhere neatly to the rules; it has never been so quiet. Only in neighborhoods with Sharia law, such as in the suburbs of Paris and Marseille, is the President’s call grounded; the disease is ‘a punishment from Allah for the unbelievers’. And so now we have a curfew for those who don’t want to hear. Anyone who still walks on the street in France after 11 p.m. will go to jail.

Next week, Macron will be making another speech on TV, the previous one being strong and determined. He will undoubtedly want to extend the two-week lockdown by another two weeks because we don’t have an external virus outbreak peak and everyone can be helped in hospitals.

As sensible as the majority in France, the situation in the Netherlands is developing unwise. We look with wide eyes at the speech of the Prime Minister who increasingly isolates himself by postponing a lockdown “because it involves economic damage”. What a scary man it is. The King’s dry speech also revolves around the broth; “We are together, pay attention to each other, trust the experts of the RIVM and we can work it out.”

Unfortunately, even we, as born optimists, are in the mood. Because the markets in the Netherlands all remain open and everyone everywhere is shopping pleasantly or chatting in a park, the Coronavirus easily sticks to a passing nose or door handle. The calculation with the available capacity on the IC is made quickly; next week, a state of emergency will break out in the Netherlands. And then it is too late. Those who are smart now fill up the freezer and of course get toilet paper. People don’t understand why toilet paper is hammered instead of rice or noodles. I understand that; man has only a thin layer of civilization that quickly disappears in times of need. The last sheet of toilet paper symbolizes that thin layer of civilization. If that last sheet has been used and there is nothing left, you will be back in time 100 years.
