We slowly say goodbye to summer; even though it is autumn and winter is already waiting. On the Cote d’Azur, the seasons are not exactly blending into one another: for a few days, hell breaks loose with extremely heavy rain showers, making some gardens so heavy that they slide along with soil and allup the road below. Don’t drive along high rock walls in the rain; chances that you will get a rock on your roof are pretty high.

And then suddenly it’s over; your swimming pool is overflowing with happiness, the garden turned into a jungle but the sun is shining and that’s what it’s all about in the South of France.

Whistling you walk along the sea where you are out of the blue overtaken by lazy walkers who move on a hip step. A step! Who didn’t grow up with a step? I rode my red step with thick white pneumatic tires on the sidewalk of the Hoofdweg in Amsterdam, but then I was 5.

Now mature men and women with an expressionless face drive past, staring at the horizon as if they have to go to an important appointment. Apparently a serious matter, that e-step ride. The e-steps are everywhere on the street: you can sign up with a credit card, download an app and then you can take it with you. If you are at your destination, you leave the e-step and 1 euro per used minute will be collected. Well thought out and clever idea. Although the reason to grant the e-step licenses licenses was to tempt the motorist to leave their car and to take the e-step from now on. Which official has come up with that idea; standing on the e-step with earplugs for the music and in one hand a mobile phone is of course asking for trouble.

And there are plenty of troubles; In Nice, Cagnes sur Mer and Antibes alone, every month hundreds of people are injured because they fell off the e-step, encountered a car door or wanted to drive onto a curb that turned out to be too high. Broken wrists, legs, skull invoices; the first aid posts are full of it. There is a law in the making that sets new rules for the electric step including helmet, gloves and only on the bike path. I think we will not see that e-step again.

Just like the 31 Pakistani people who were arrested at La Turbie this weekend; they were hiding in a truck that came from Italy. The French gendarmerie has handed over the “refugees” to the Italian police, who are happy to receive them in accordance with the rules of the new government.

In the meantime, the good life continues quietly here; two luxury hotels received the designation Palace. This is of course a marketing stunt because it is a self-made network of 31 Palaces in France. But if you want to be treated like an emperor or queen, you are welcome at Château de Saint-Martin and Spa in Vence and Le Cheval Blanc in Saint-Tropez.

You are also very welcome in Isola 2000 from November 30. That is the official date of the opening of this ski resort at 1.5 hours by car from Nice with 45 ski runs including 3 black, 13 red, 22 blue and 7 green runs between 1800 and 2610 meters height. The first snow is already there!

With the sun on the Mediterranean sea and fresh snow on the Alps, we are going to have a great time again.

Those who go on holiday to the Côte d’Azur have too much to do. And how about the new property owners who bought a second home in France? There’s so much to see! Even after 17 years of living in the South of France, we still discover new villages, markets, and nice restaurants. And to make a choice even more complicated, neighbouring Italy is very close, and you can drive directly to Ventimiglia in Italy from any train station between Cannes and Menton every day.

From Nice, you arrive for less than ten euros in another world full of pasta and the tastiest cappuccinos. Italy is a great country; maybe not to invest your savings in real estate, but to enjoy the atmosphere so different from the South of France. In particular, the weekly market in Ventimiglia is a market you must visit once. Do not go by car; the parking space is limited, it is busy, and it will not make you very happy.

The train to Ventimiglia is much easier and stops in the middle of the village. You walk from the station within 1 minute to your first fresh cappuccino of the day, after which your wallet bursts out laughing when you have to pay a little 1,5 euros. The prices are much lower for almost everything; many French people stock vegetables, wine, and cheese here weekly. A kilo of tomatoes for a euro and fresh courgettes for 1.25 kilos disappear with kilos simultaneously in French trunks. We resist the temptation to go on the train with bags of fruit and vegetables and stroll around the market.

The covered indoor market is open Monday through Saturday from 7 a.m. until 1 p.m. On Friday and Saturday, it reopens at 3 p.m. The outdoor market is open Fridays only—from 8 a.m. until 4.30 p.m./5 p.m.

There is no system on the outdoor market between the goods offered; everything is mixed up: leather bags, tablecloths, toys, and scarves predominate with the occasional stall where delicious fresh sausages or Parmesan cheese is provided. A fresh salami for 5 euros, yes, we can’t ignore that. We are also happy to take a bottle of limoncello for 8 euros. Eating is possibly even more important in Italy than in France; many stalls with kitchen utensils also exist. I was tempted to purchase a baking tin to make ravioli myself. The seller is an old Italian cook who explains with great emotion how to make the dough and what can be done in a ravioli as a filling. I can hardly wait to go into the kitchen later; I walk away hungry and look for Jo.

Meanwhile, Jo is standing at a stall selling jackets; her eye falls on a sort of cape with fur trim around the sleeves. Just before the woman wants to get it off the hook, Jo asks, “But, eh quanta costa?” “Three hundred and fifty euros, signora.” Oh, not everything is cheap on the market.

Fortunately, I see a few more ordinary stiletto heels for ten. I triumphantly hold them up, but Jo laughs at the heels, kisses me, and walks away on her flip-flops; it is almost noon and, therefore, time for lunch. Also nice. At the seaside, they serve a three-course menu for 15 euros. Pasta, meat, fish, pizza, you figure it out. The restaurant is packed, and the service is quick and friendly. Everyone is happy and there seems to be no economic crisis here, although you wonder how a restaurant with so many staff and such low prices can continue running. It will undoubtedly concern the well-known Italian white and black economy.

After lunch, we make a final lap along the sea, look at another handbag, feel once again on a thick duvet cover for 15 euros and then head back to the station. The TER train is already in for half an hour, so there is plenty of time to find a place by the window: we leave the station at 15.57. Via Menton, Roquebrune Cap Martin, Villefranche and Nice we enter the familiar Cote d’Azur again. Just a nice day trip to Italy if you are already on holiday in the South of France. Highly recommended.

Real estate advisor Ab Kuijer shines his light on the market for new-build properties on the Côte d’Azur, the region where he has worked for years.

“Ab, I want you to make a great deal for me, because I pay cash.” I hear this request regularly. Unfortunately, I have to disappoint the enthusiastic potential buyer of a new apartment in advance. Even though it is sometimes an apartment of almost two million, the market for new-build properties on the Côte d’Azur is by no means an easy deal making business.

Project developers know from experience that new homes are always sold for the asking price and that they don’t have to do anything extra. There are of course exceptions; for example, we have still a two-bedroom apartment in Cannes Palm Beach. The price? 368,000 euros with a garden and a view on a wall. But, you will receive the garage of 35,000 euros as a gift.

Delay
When there is a lot of enthusiasm for a project, such as two years ago in Theoule-sur-Mer, right on the sea front, the price is cheerfully adjusted up after a few months. It is the simple result when there’s a lot of demand and little supply. It is therefore important to be among the first to have the best choice, the best price and who knows, you may be able to sell the apartment at a profit before it is delivered. New construction as an investment is something that many buyers have in mind when purchasing. Whoever can choose first and has reserved an apartment with a 5% deposit, must be patient.

The land is only purchased by the project developer when 40% is sold on paper. Then “Circus immobilier”arrives in town; neighbors wake up, consultation evenings follow, excavators stop and eventually lawyers have to talk to each other to find a financial compromise. Delivery can therefore take place just a year later.

Buyers get worried and look again at the brochure; wasit all a dream? Fortunately, construction with a delivery guarantee always starts because the municipality has already given its permission. The delay in construction is typically French; no one is waiting for noise from a construction site, but can use some extra income.

Rising prices
Recent statistics show that the price of new construction on the Côte d’Azur has risen; in Nice even with more than 6%, according to Marc Ezrati of Les Chasseurs Immo. Because land is becoming scarcer and demand is constantly rising, the price for new construction is expected to rise further. You are advised not to wait too long with your sunny investment; the expensive times are coming again. I would say: “Come and see, come and see!
