Lovers of extreme luxury sports cars like to go to Monaco year-round to watch admiringly all that shiny noise from clenched horsepower in a Lykan HyperPort, Koenigsegg Regera, Bugatti Chiron or Pagani Huarya. The owners of these costly cars must find it exciting that so many people are watching their car and even applauding as you drive past. This motorised mating dance attracts a lot of people and therefore a lot of parked millions can be found on the public road where tourists like to photograph themselves next to your shiny car. Being the owner, you have to wipe the drool from your mirrors before you can drive further, but hey, fame has a price.

I understand that it must be a personal ‘moment of fame’ to step in as coolly as possible and then drive away in a spectacular way. In Cannes not too long ago someone parked a Ferrari with a bit too much horsepower in the reception of Hotel Martinez, although things are still going well in Monaco; here the owner wants his or her car to roar in the tunnels under the principality.

As a human being, you obviously degrade to a guiding part of the interior. Such a car does say a lot about someone’s personality; ‘I have too much money and I want you to know it’. Monaco is the ideal place to show off the richness and that is what these four-wheel visitors are happy to do as a rolling bling-bling attraction in an entourage where business and taxes are standard coffee table talk. This part of Monaco always feels a bit surreal for me; though it is funny to watch.

Last week, a lot more testosterone guns came to visit TopMarques; the most luxurious car show in Europe where the most expensive and exclusive cars can be found. As little boys, car spotters are photographing and filming the cars and once the wealthy visitors to TopMarques are outside the fair they hope for a bit of glamour on their departure in a leased Bugatti, Ferrari or McLaren. Now Monaco is made for 90% of concrete and every sound is reflected several times. So if you think that you can drive away quickly while the rear tires lose 2 millimeters of the profile, you will soon be stopped by the police. A ticket of 300 euros due for too much noise and guidance up to the border with Monaco is your reward. And of course an ‘honorable’ mention on YouTube. The crowd, however, loved it although this year the TopMarques event went a bit off-track with too packed roads and people screaming on the street.

If you are buying property in France, you might feel overwhelmed by the paperwork. Your heart says ‘This is my dream house’ but your logic sense whispers ‘Watch your back, they’re all French…’ Luckily, we are in Europe and the buying process has become very transparent, especially in France. And of course, you have the friendly Dutch people from Living on the Côte d’Azur to assist you! Here we explain the differences between Offre d’achat, Promesse de Vente and Compromis de Vente.

What is an Offre d’achat

Once you are you happy with the final price, the selling real estate agent will propose an ‘offre d’achat’ for the existing property. The main aspects of the property are in this paper described, such as address, lay-out, size and separately made agreements. This information is signed by both parties and then the notary will use this info to make a provisional purchase agreement. This agreement should be signed within 30 days of the ‘offre d’achat’.

Offre d’achat is a unilateral promise from the buyer to the seller. The potential buyer indicates that he wants to purchase the specified property within a specified period. However, it does not guarantee that the house must also be sold to the buyer. The offre d’achat largely describes what you wish to buy. If the term expires and buyer and seller do not agree, then the offer will expire.

 

What is La Promesse de Vente

La Promesse de Vente is a unilateral promise by the seller. Seller agrees with this “Promise of Sale” that he agrees to sell the property at a certain price for a given period. The buyer pays 10% and gets a period of 7 days to rethink the decision and stop the buying process. If the notarial deed is on for signing, your 10% of the purchase amount will be deducted and you will pay the remaining amount. If you do not provide a timely notice of cancellation and you have no decisive reasons (such as reserve funding) then you will be in default and the seller may retain your 10% deposit.

 

What is a Compromis de Vente

The Compromis de vente is a purchase agreement between the two parties. The seller agrees to sell his property, while the buyer agrees to buy the property for an agreed price. After signing the initial purchase agreement, you always have a right of withdrawal of 7 days as a buyer. In addition, it has suspensive terms, which means that the purchase will not continue under certain conditions such as not obtaining a loan. Source

Far from the Bling Bling Croisette and its beaches with chic restaurants, La Bocca has been a popular neighborhood for locals in the west of Cannes for years. In this environment, the neighborhood undergoes a transformation at the old Bastide-Rouge. “Our idea is to implement public buildings with an eccentric style, in order to create a city entrance to the west,” said Thierry Migoule, general manager of the Public Works Department in Cannes. And that will certainly succeed because on the now rugged plain of about 4 hectares the Cineum is built, a multiplex cinema of 6 500m ², on the avenue Francis-Tonner.

Designed by Rudy Ricciotti, architect of MuCEM, the future iconic building has a façade of various facets. The mayor hopes that this rough concrete diamond will become one of the visual identities of the cinema capital. To make the set complete, terraces will be covered with a concrete network suitable for restaurants. The multiplex has 12 halls and 2,450 seats, all equipped with the latest technology (large screen, laser projector, 3D projection and dynamic seats that move with the action …).

The management of the Cineum is provided by the Cannes Film Company (CCC), which owns the last two cinemas in the city center. “The work starts at the beginning of 2018, the Cineum should be completed by mid-2019,” says film fan Thierry Migoule.

Good news for all lovers of fine white sand; the municipality of Cannes has spent no less than ten million euros on extra sand to increase the beaches on the Croisette. And not just a bit of sand, but a doubling of the surface. This means that more people can enjoy the beach and that the restaurants also have more space for sunbeds and tables to eat.

In the coming weeks, thousands of sacks of white sand will be supplied and distributed by an army of bulldozers and cranes. An impressive sight with which a piece of the sea is conquered and exchanged for sandy beach. How long it will remain is not known, but the municipality of Cannes intends to maintain the beaches continuously and put extra sand where necessary.

The Côte d’Azur continues to be popular, and Cannes is smartly engaged in this by investing in its beach culture. In addition to the many festivals, the coastline with the many top restaurants remains one of the main reasons for coming to southern France. I’m standing on the slope, with my cheek against an icy wall. “So this is black”, I say to myself, while I do my utmost to tilt the skies to prevent me going down with a horrible scream and my lifeless body will be found somewhere in the mountains of Ls Deux Alpes. Even though I have the same body as Italian skigod Alberto Tomba la Bomba, I’m not a hero, and also no speed demon. For me skiing is something new and I find it especially fun to go in full control as possible downhill through a snowy landscape with beautiful views of the French Alps surrounded by a wonderful silence. My Sweetheart Jo is already below uttering a joyful cry; she skied down with a smile. I’m not the only one who hangs cramped against a mountain; our daughter Juul is three meters below me, also against the wall and frozen with terror. “It is quite steep here, Mom!” she screams. “Oh, just make a quick turn and than hiphip, chinchin, come down’, Jo shouts cheerfully back from the valley.

My thighs quiver and I slip a little bit way. I look down and see that Juul has rotated and descents without problems. Now it’s my turn. If you stood two minutes still with stiff upperleg muscles, it is quite difficult to smoothly turn. But we have to, so there we go! My upper body leans dangerously towards the valley as my skis make a curve and I zip down three meters further. Quickly another curve to the right and another four meters down. So I finally make a cool stop: “Ahem, that was not easy” I say exhausted. Jo laughs and says: “No, that slope was actually dark black, but now we have earned a beer.”

Such logix makes sense, so we speed over the red piste, which suddenly appears to be blue. In five minutes we sit with a cold beer in the sun. Mwaaah, that feeling, that discharge, the muscle pain and the fact that you beaten yourself and the mountain is that feeling why you go skiing. For those who live on the Côte d’Azur, you can experience this every day until the end of April. Auron, Valberg and Isola 2000 are 1.5 hours drive from the French Riviera and less expensive and less crowded than the slopes in Austria. Have fun up there!

Did you know that no less than 86% of the French population eats Foie Gras during Christmas? That’s quite a lot of people for a product that is quite controversial and at the same time tasty too. The other 14% of the population do not get goose liver – out of solidarity with the geese – through the throat itself. But nature regulates justice; due to the persistent bird flu and the compulsory completion of all geese in France, there is little supply and lots of demand for the fat foie gras this year. If you still want to enjoy this, the price might be frightening; it has more than doubled.

Another frightening moment for everyone who leaves the Maserati in the garage at Christmas and goes shopping with a Smart for Two car. This mini car is the most stolen car in France, followed by Land Rover, Ford Fiesta, and Renault Clio. So, just go to the Lidl with your Bentley, nobody will touch it.

Just like with the procession caterpillars, nobody dares to come close. The stinging hairs on the caterpillar are poisonous to humans and even deadly to dogs and horses when they eat such a weird twisting thing. Every year more processional caterpillars fall from the tree and cause a lot of inconveniences, some people do not dare to leave their house anymore. Having a property in Cote D’Azur is everybody’s dream. You got everything from the romantic atmosphere and famous Mediterranean weather to the most beautiful sea resorts in the world. But as a homeowner in Cote D’Azur you have to deal with many costs, not least of which is the cost of water usage.

Water leaks are a ticking bomb in your beautiful home. Whether they’re visible and easy to detect like dripping faucets or they trickle in the dark corners of your basement, water leaks cost you money and pose a risk to your property. According to researchers, a typical homeowner stands to lose anything between 7.6 to 76 cubic meters (2,000 to 20,000 gallons) of water per year, and all because of leaks. This continuous drip drip drip inside walls, near electric cables and under the carpets and furniture can potentially ruin your beautiful home. That is why it’s important to check for leaks and contact the plumber as soon as possible.

Signs you have a leak problem

It’s after midnight; the bustling and dynamic nightlife of Cote D’Azur has softened and the sleepy Mediterranean is calm. All is quiet inside and outside your home; then you hear it. The continuous hissing of running water even when nothing is turned on. That’s a good sign you have leaks. Or you go for a holiday, maybe to Cannes for the International Film Festival, and when you come back you find your meter reading has changed. Then the water bill increases quickly over the course of few months and you start to notice wet patches on walls and on the floor. You might also smell foul odors coming from areas around drains and sewers. If you have one or more of those symptoms, chances are you have a water leak problem and you need to find the leak before it’s too late.

Detecting water leaks

You can start with the most obvious sources of leaks like faucets, showers and tub leaks. Bathrooms and kitchens make up for about 70% of leaks in your home. A dripping faucet or showerhead is easy to detect and usually easier to fix. Water heater tanks can be a headache if they leak since they’re hidden away. In that case, you might consider using tankless water heaters instead. From there move to the toilet, a common source of leaks. If you notice a hissing or gurgling sound coming from the valve then you need to remove the tank lid and have a look at the flush mechanisms.

But other leaks can be hard to detect because they’re hidden. Case in point is basement leaks that could go undetected for a long time. You’ll need to examine the basement and crawlspaces for any signs of corrosion or mineral buildup around the pipes. Moisture too is a good telltale sign your pipes need to be fixed. Leaking walls, floors, and ceilings can be a big risk as well. If you find wet patches, spongy spots or cracked flooring near water fixtures, there’s a leak in these fixtures. The same goes for walls and ceilings that have stains or where the paint peels off. At the first sign of any of these, you need to call your plumber right away.

Water leaks can be a lurking danger in your French Riviera home and cause water damage to your house and your valuables. However, with the proper care and attention, you can avert the disasters that ignored leaks can bring to an otherwise well-maintained property. It’s snowing, it’s snowing in the French Alps! For eight days and so we take the heavy rain fall and thunderstorms for granted. When snow is already on the ground, that means the winter season can officially start in two weeks. And everyone looks forward to that: to exchange the long summer months with a few beautiful ski months under a blue sky.

Throughout all that beautiful summer and autumn weather we would almost forget that it’s almost Christmas! The Xmas street lighting is everywhere, but the feeling is not yet felt like in the Netherlands, where you already hear Christmas songs in shops and on the radio since October. During the rain showers, we do drink a cozy Christmas tea with a almond bar from the HEMA in the CAP 3000 so it feels a bit like a Dutch October Xmas feeling. Now that I think about it, actually we don’t have any Christmas songs on the French radio. Would that have to do with the separation between religion and the state?

At least, this separation is not on the streets; this week, 15 jihadists got arrested in Menton, Nice and Cagnes sur Mer. They are suspected of preparing a terrorist attack and disappeared in gendarmerie buses to a dark prison in Paris. We will never hear from them again, nor the media.

The state of emergency in France has ended and in return, the police have far-reaching powers to ensure security for its residents. Do you have a neighbor with a beard and long dress that suddenly rented a van, while he normally never does anything? You can report this behavior via a special emergency number, after which a separate local terrorist unit will come quickly into action.

A cool action by the municipality of Cannes, which once again shows that city marketing is high on the agenda. Still, the most beautiful news this week was for all ladies with a nice expensive handbag. In Beausoleil, the first Handbag Clinic opened. Here you can clean your handbag, lubricate the handles and massage the creaking leather. Take your tired handbag with you to South France next time and spoil her. Existing properties for sale on the French Riviera Côte d’Azur

If you want to buy an existing apartment or property on the French Riviera WITHOUT a real-estate agent, you are taking some risk. Did the owner tell you the truth about the property? The owner might save some money for the agent, but in the end, you will be better of if you buy a property that is officially for sale with a French Riviera real estate agent.

Existing properties for sale on the French Riviera Côte d’Azur

On first glance, you would think there are almost as many French Riviera real estate agents as properties for sale. About 80% of the properties are with several agents, making it difficult for you to choose the right agent for the same property! That is why having your own real estate consultant has many benefits. You don’t pay for the advisory services in helping you choose from existing properties. Plus, in France, the costs of selling are for the selling party. The new owner only pays the notary fees and taxes for the new ownership. In France, this is about 8% of the total purchasing price.

The right price for existing properties

Real estate in France has suffered from the economic crisis that started in 2008. Many people bought their existing properties in the days that prices were high. And if they want to sell after 8-10 years, they for sure would like to have the same price back plus some profit for made investments. Once the property owner has sold it, the French tax office will hit them with an extra tax called Plus Value.

This profit tax starts with 20%, and the longer you own property, the lower ‘Plus Value’ you pay. But for you, being a buyer, the market is open, and everybody is free to negotiate. To get an average idea about the costs per square meter in the South of France, you could use a website like this for an indication, based upon the square meters of the house and the terrain. Renovation or renovated existing properties

When you buy an existing apartment in a residential building, you will take over the rights and obligations of the previous owner. In the residential association, co-owners look after the construction and its maintenance. Check with the owner about the work that was done and what needs to be done shortly. If the roof or sewer canals must be renewed, you could face extra costs.

Bear also in mind that the insulation rules changed; apartments must comply with new regulations and single glass windows are not today’s standard, not even in the South of France. So if you buy a gorgeous art-deco apartment in its original state, make a list of what needs to be done before you can sign the sales contract.

Buying a villa with Offre d’achat, Promesse de vente or Compromis de vente

Once you are happy with the final price, the selling real estate agent will propose a ‘Compromis de vente’ for the existing property. The main aspects of the property are in this paper described, such as an address, layout, size, and separately made agreements. This information is signed by both parties and then the notary will use this info to make a provisional purchase agreement.

The Compromis de Vente is a purchase agreement between the two parties. The seller agrees to sell his property, while the buyer agrees to buy the property for an agreed price. After signing the initial purchase agreement, you always have a right to withdraw 7 days as a buyer. In addition, it has suspensive terms, which means that the purchase will not continue under certain conditions such as not obtaining a loan.

Buying an existing villa on the French Riviera

Offre d’achat is a unilateral promise from the buyer to the seller. The potential buyer indicates that he wants to purchase the specified property within a specified period. However, it does not guarantee that the house must also be sold to the buyer. The ‘offre d’achat’ largely describes what you wish to buy. If the term expires and the buyer and seller do not agree, then the offer will expire.

La Promesse de Vente is a unilateral promise by the seller. Seller agrees with this “Promise of Sale” that he agrees to sell the property at a certain price for a given period. The buyer pays 10% and gets a period of 7 days to rethink the decision and stop the buying process. If the notarial deed is on for signing, your 10% of the purchase amount will be deducted and you will pay the remaining amount. If you do not provide timely notice of cancellation and you have no decisive reasons (such as reserve funding) then you will be in default and the seller may retain your 10% deposit. Source
